from the simpler Austrian system, improvements which could be introduced in Italy. · On the other hand, even the Italian system has not actually been introduced, since, under decree of March 22, 1923, the administrative elections in the New Provinces were postponed ; and the system of Royal Commissioners is still in fun· force. · XVI.-CONSTITUTION, PROPAGANDA, ETC. C_ommendatore Michele Bianchi, as Secretary of the Fascist party, announced that after the elections the Fascist Governn1ent would propose a reform of the Constitution on the lines of the Prussian Chancellorship: '' As soon as the King, after the elections, has entrusted the formation of the Government to the politician most in tune. with the will of the nation, and as soon as this man has announced his programme in the Chamber and the ·chamber has approved it, the Government shall have no need during its term of office of any further vote of confidence.,, (Speech at Milan, March 26, 1923.) An Under-Secretary of State has stated that the Fascist leaders are pestering the King to make this change in the Constitution, and hope to succeed.
