has decreed the issue of a special series of postage stamps, bearing, instead of the emblems of the Italian State and monarchy, those of the Fascist party. (Decree No. 3451, October 21, 1923.) So also for small . coin. All Fasci~ts or persons in the favour of the Fascists may carry revolvers, and no one else. (Circular of the Prefect of Novara.) The Fascist button is virtually an indispensable condition for freedom from molestation in the public services. Numberless State employees, professors, magistrates and workers have been required to resign or dismissed, for the single reason that they were not in the good graces of the Fascist party. In the lower grades discharges have been made by the thousand. In the higher grades there have occurred the unheard-of cases of the retirement on pension of the senior President of the Supreme Court, Ludovico Mortara, who had bee·n a member of a former Ministry ; and the dismissal of P.rofessor Lombardo Pellegrino, a Deputy belonging to the Constitutional opposition party, without prior notice ! To sum up, membership of the Fascist party is a second and more important form of Italian citizenship; t_obe without it is to fore go civil rights, and to lose liberty of voting, domicile, movement, assenibly, work, speech, and even thought. XIV.-ELECTORATE AND ELECTIONS. On November 14, 1922, Signor Mussolini declared to the Paris "Journal," "I shall not give women the vote. It is useless. In Germany and England the women voters vote for men. '' But in 1923 the Fascist Government proposed to give women the municipal vote.
