A decree was also published (No. 687, March 18) for the leasing of the telegraphs to private enterprise. Up to now, however, this has remained, fortunately, a 1nere paper project. But, once more, up to the present no ofiicial document has been issued to prove it. Or, one-to support their hundred claims : it is contained in the Report of the Minister of Finances; it is very summary ; and we reproduce it here. Expenditure ; (a) Posts. Ordinary expenditure, 1921-22, 752 million lire; 1922-23, 809 millions; an increase. Extraordinary, 1921-22, 385 millions; 1922-23, 281 n1illions; a ·decrease, but precisely in that part of the expenditure in which a saving is possible through reduced capital expenditure, using up stocks, an<l so on. (b) Rail7.vays : Ordinary expenditure, 1921-22, 4,415 millions; 1922-23, 4,206 millions, a small reduction, less than .5 per cent. As regards '' general expenditure'' there is an increase from 189 to 309 millions. Extraordinary expenditure, 1921-22, 502 millions; ·.1922-23, 1,004 millions, double the preceding yeara figure capable of many .interpretations, but quite different. ones from the excuses of the Fascist press.
