These have also been closed down, or replaced by Government Commissioners. Superior Council of Labour and Permanent Committee of Labour. These were the nuclei of the new la.hour legislation, and were capable of development into fresh and more highly developed forms. Instead, they have been suppressed without further ado under Royal decree No. 2 125 of September 6, 1923 ; and in their place there has been set up a Superior Council of National Economy, on lines laid down in Royal decree No 2579 of December 2, 1923, which make it a purely bureaucratic organ, controlled exclusively by nominees of the Minister and directly dependent upon him. The administrative work of the Council will be under the direction of a permanent official. So the first germ of labour legislation and of the regularisation of the direct settlement of matters of mutual concern between employers and workers has been destroyed. Min-istry of Labour.
