the Government has taken part for more than a year 1n the endeavour .to bring to an end the dispute between seamen and owners, and has upheld the contracts, so obnoxious to the Fascists, with the Garibaldi Cooperative ; in the end, in face of the resistance of the owners, the Government h~s declared that "Considering that the explanation given 'reveals a spirit of equity and readiness to collaborate in the pact proposed by the Seamen's Federation, the Commissioner of Marine, in the name of the Government, has determined to put into execution the clauses of the pact which concern it.'' (Official communication of November 4, 1923.) But still further changes and surprises are expected. 1 Right to Strike. The free 2 organisations have in practice no right of striking. In July, 1923, the free organisation of the Roman bricklayers proclaimed a strike, but the police and Fascist militia intervened ; 250 workers were arrested, and over 130 made to leave Rome. On the other hand, members of the Fascist Corporations can always strike ; or rather, the stril5e is not . called on their initiative but ordered by the Fascist leaders (e.g., in the Monfalcone ;nipyard, March 22 ; ~poleto cotton mill, April 2, etc.) Not only this, but the leaders have initiated those very invasions of estates · and occupations of factories, steamships, etc., for which so much execration was hurled at-the Bolshevists! (e.g., April 30, 1923, occupation of S.S. Tiepolo at Genoa; May 31, occupation of estates in the Novarese (Province of Novara) ; June . 29, occupation of the Officine Meridionale [''Southern Factories"] at Naples, etc.) Or threats and violence 1 Early this year, under the pressure of the shipowners, the Fascist Government appointed Royal Commissioners to control the Seamen's Federation and the Garibaldi Seamen's Co-operative.-T'l'ans. 2 That is, free from Fascist control.-T,yans. 33 Biblioteca Gino Bianco
