In reply to the remonstrances of the organisers of the General Confederation of Labo'1r (who in most cases are members of the Socialist Party-the P. S. U.), the head of the Government has repeatedly let it be understood that •' the liberty of organisations will depend on the cJ.ttitude of their leaders'-' (official communication, November .19, 1923), that is that the latter would have in substance to abjure their political faith and ignore the deliberations of the Party. In vain has the Confederation, since the split in October, 1922, between the "maximalist" and ·the "unitary" Socialists, declared itself independent of all parties ; in vain did its general secretary repeat that declaration in the Chamber, in reply to the remarks addressed personally to him by the Under-Secretary for the Interior. The Confederation has been f arced to declare publicly, in its resolutions of August and November, 1923, that the civic liberties are lacking which are a prior condition for any free trade union activity. · Capitalist Organisations. The semi-official "Volta" nLws agency issued this communication on November 17, 1922: "It is recognised [by the Fascist Government] that the greater part of the industrial forces of Italy is grouped in the Federation of Industries, and it is declared that there is no desire to cause splits or any diminution in the technical or moral efficiency of the Federation."· The communication added that "the relations between the President and Secretary of the employers' industrial Federation and the head of the Government, Signor Mussolini, are more than cordial.'' Fascist Corporations. Whether they like it or not, the workers are compelled to join the Fascist Corporations.
