The Fascist Programme. On die eve of the 1919 elections Mussolini declared that- "One of the principal demands in the Fascist programme is the decimation -of wealth,_ the confiscation of war-time excess ·profits, and a drastic levy· on capital.'' · (Milan, November 11, 1919.)
