October 31. The secretary of the Communal Committee, Fabbri Paolq, and three members, ~entivoglio Giuseppe, Toschi Marcello and Schiassi Carlo, were forced to leave the district on October .28. The two latter were discovered in the place where they had taken refuge; on October 31 they were seized by the Fascists, taken back to their own houses~ ancf warned to quit the district within 48 hours. The ban is still in force, as the recent letter reproduced below proves. It was written by the Prefectoral Commissary of the Commune - in reply to the request for a testimonial of good conduct for Toschi and Schiassi, which they needed in order to obtain work in an industrial establishment. I regret to have to intimate to you in reply to your recent letter that I fear I cannot grant the reque!t transmitted to me for a cerificate of good conduct for Messrs. It may be true_ (I am not at all sure of it) that, a~ you affirm, the persons in question have nothing against them, and -I am even ready to believe that they are quite honest; but the political principles they profess (of which, it seems to me, you make much too light, since even liberty of thought has its limits like any other recognised liberty )-these, which are common knowledge, and also the fact that the certificate would be in regard to individuals who were driven out of their district-unjustly or not--by the rage of tlie people, and who were amongst those of the workpeople who were most in evidence at a time of disturbance which is not yet forgotten,-these are elements such as the head of a Communal Administration, who, above all, ought t9 take account of the general, common or pre ..
