Administratively the Immigration Department has been structured defactorly against non-white immigrants. Virtually all publicity efforts have been directed toward Europe and North America and none of the Department's numerous information booklets are published in Chinese or other major African or Asian languages. A further area of administrative discrimination has been the handling of Category C ( •), the non-sponsored national work force requirement classification, applicant.
