Changing policies at the highest levels are much easier than implementing them at the grass roots. The category classification system, itself, is basically discriminatory. Few non-whites had been admited previously, so few would fall within the family reunion category. Administratively the Immigration Department has been structured defactorly against non-white immigrants. Virtually all publicity efforts have been directed toward Europe and North America and none of the Department's numerous information booklets are published in Chinese or other major African or Asian languages. A further area of administrative discrimination has been the handling of Category C ( •), the non-sponsored national work force requirement classification, applicant. Europeans who made application were evaluated and approved at the overseas post. «C» applications by non-Europeans or people of mixed race origin r.ad to be forwarded to the Department's headquarters in Canberra for approval.
