This phenomenon, stmilar to the one tehich appears tn the joint-stock companies, also issue s /rom the articulation of the co-operattves in bodies of second and thtrd level fit to carry out functions of a certain economtc, and consequently social, importance. The autour then turns to the situation in Italy where co-operation is to a great extent controlled by two matn national associations, the Federatton of Italian Co-operattves and the National League of Co-operatives and Mutual Benefit Societies, which are in close connectton with the two strong parltamentary parties, the Christian Dcmocrats and the Communist Party. In these asso ciations has appeared a very strong technobureaucratic stratum whose part is parttcularly prominent in vital fields of the country e conomy. On that account it will probably hold a power similar to that of the State tndustry technobureaucracy and become one of the instruments of the State economtcal planning.
