E , sebbene, in v e r i t à , l a t e o r i c a alquanto t o l s t o i a n a che qui p r e d i c h i a m o , c o e r e n t i a tutto i l nostro passato, possa s e m b r a r e o g g i m a i a n a c r o n i s m o , s p e c i a l – mente a i p i ù d u r a m e n t e c o l p i t i da u n b r i g a n – taggio o r g a n i z z a t o , come q u e l l a che p r e s u p p o n e a l m e n o — c i ò c h e o g g i in I t a l i a non v 'è p i ù — l ' e s i s t e n z a di u n G o v e r n o q u a l s i a s i , che si s o s t i – t u i s c a a l l a p r e v e n z i o n e e a l l a v e n d e t t a p r i v a t a e c o n t e n g a ed i n f r e n i , scambio di g a r a n t i r loro i m p u n i t à ed a i u t o , g l i e c c e s s i di una parte con– tro l ' a l t r a ; noi t u t t a v i a , n e a n c h e oggi, non ne d i s d i c i a m o una s o l a p a r o l a . E d è v e r o . M a s i deve r i c o n o s c e r e , o r a , c h e i l p e r i o d o p o s t - b e l l i c o è i n f i n i t a m e n t e p i ù g r a v e d e l p e r i o d o b e l l i c o . I n f a t t i ; d a l l ' a g o s t o 1914 a l 1918 ed a n c h e a l 1919, s i p r e s e n t a r o n o , v i a v i a , i p r o b l e m i p i ù i m p e n s a t i e i m – p r e v e d i b i l i da r i s o l v e r e , m a v i e r a n o d u e c o e f f i c i e n t i che a i u t a v a n o : l a l i b e r t à d i a d o t t a r e q u e l l e q u a l s i a n s i s o l u – z i o n i c h e s i c r e d e v a n o a d e g u a t e , f o s s e r o a n c h e l e p i ù a u d a c i , senza t r o v a r e o s t a c o l i nè n e i P r e f e t t i , n è n e l Go– v e r n o ; l a d i s p o n i b i l i t à finanziaria o c c o r r e n t e , d a t a , oltreché d a g l i a u I n e n t i d e l l e i m p o s t e e d a i p r e s t i t i f a c i l m e n t e c o n s e n t i t i , d a i c o n t r i b u t i d e l G o v e r n o , i l q u a l e t r o v a v a , a s u a v o l t a , l a r g h i m e z z i n e i p r e s t i t i d i g u e r r a . T u t t o ciò e r a f a c i l e o t t e n e r e , p u r c h é i l C o m u n e s o c i a l i s t a n o n f r a p p o n e s s e o s t a c o l i d i c a r a t t e r e p o l i t i c o a l l ' a n d a m e n t o d e l l a g u e r r a . E cosi s i p r o c e d e t t e i n n a n z i , si s u p e r a r o n o g l i o s t a c o l i , s i i m p i a n t a r o n o a n c h e I s t i t u t i che c o n t e n – g o n o i l n o c c i o l o d i t r a s f o r m a z i o n i s o c i a l i i m p r o n t a t e a l l e finalità s o c i a l i s t e . T u t t o d i p e n d e d a l b e n e p l a c i t o d e l G o v e r n o e d e i s u o i P r e f e t t i . I l c h e v u o l d i r e che l a p o l i t i c a d e g l i E n t i l o c a l i è i n t i m a m e n t e connessa con l a p o l i t i c a d e l P o t e r e c e n t r a l e , c o s h n e i r i g u a r d i d i c h i i l P o t e r e a t t u a l m e n t e d e t i e n e — l a b o r g h e s i a —, come da p a r t e d i c h i l o a t t a c c a per c o n q u i s t a r l o — ^ i l p r o l e t a r i a t o .
